The phrasing of this paragraph is an opinion based upon frustration rather than a well thought out expression of the events which led to it.  The verbiage was not even appropriate for what I was trying to say.  I had expressed concerns about the need for further consideration of State Budget deliberations and how they would affect our District at the 07-11-2002 meeting.  The Board DID, subsequently, schedule a meeting for this purpose on September 5, 2002.  I would like to apologize for remarks that were contrary to the decision to adopt the Goals.
